The Pie Rat spawns in multiple Ruins throughout Newhaven Valley and drops a Blue ribbon Clicking the items will start the quest.
Part 2:
Bring the Blue Ribbon to Betty Northharbor The Legendary Pie Merchant in Newhaven City. She will reward you with some pie and ask you to fetch rat furs.

After returning with the furs you will have a choice of the following:
